WHAT KIND OF MANAGER ARE YOU ?

How do you manage in times of turbulence ?

A man in a hot air balloon realized he was lost.He reduced altitude and spotted a man below.

He descended a bit more and shouted, "Excuse me, can you help me? I promised a friend I would meet him half an hour ago, but I don't know where I am."

The man below replied, "You are in a hot air balloon hovering approximately 30 feet above the ground. You are between 40 and 42 degrees north latitude and between 58 and 60 degrees west longitude."

"You must be an engineer," said the balloonist. 

"I am," replied the man, "but how did you know?"

"Well," answered the balloonist, "everything you told me is technically correct, but I have no idea what to make of your information, and the fact is I am still lost."

The man below responded, "You must be a manager."

"I am," replied the balloonist, "how did you know?"

"Well," said the man, "you don't know where you are or where you are going. You made a promise which you have no idea how to keep, and you expect me to solve your problem. The fact is you are exactly in the same position you were in before we met, but now, somehow, it's my fault."

Sr Ho is a Chartered Surveyor with 30years private practice experience. He is one of the past chairman of RISM Sabah and Council Member and a current member of Board of Quantity Surveyors, Malaysia. He is also a Distinguished Toastmaster.

Sr Ho Kin Wong will be presenting

“WHERE IS MY MONEY ?”

and the following is an abstract of his presentation.

PAM Contract 2006 has made some radical changes in the allocation of risks which affect the rights and obligations of the contracting parties.

Ultimately, money, time and quality are involved. In turbulent times, these are to be managed well, not only to progress and prosper but also to survive.

“Where is my money?” will examine:

(i) The “new rights” of the Contractor;

(ii) The procedural compliance in order to establish the right of claim; and

(iii) The actions required of the consultants in the administration thereof.

The scope will cover Variation, Extension of Time, Loss and Expense, Suspension, Certificates & Payment and Determination, under PAM Contract 2006.

Reference will also be made to CIPAA that is currently pending at the Senate level, as well as PAM 1998 Form to show the changes.

Ms Barbara Ligadu will be presenting on the topic of Contractors' All Risks insurance.

Barbara Ligadu is a Chartered Insurer. She started her career in insurance in 1983 with Progressive Insurance Bhd. During her 28 years of working with the company, she has held positions in the claims and marketing divisions. She was assigned to open a branch office in Sandakan and subsequently heads the branch office until 2008.

She has conducted lectures for the Malaysian Insurance Institute and had been a facilitator for degree and diploma students at University Technology Mara, Sabah Branch. She periodically conducts talk to government departments, corporate clients, insurance agents and does in-house training to staff in her organization.

She is currently a part time lecturer for the Malaysian Insurance Institute.

Mr Chin Kee Liang will be presenting a paper entitled

"Marketing Perspective in Development"

on the second day of the Sabah Surveyors' Congress ie 17 May 2012.

KL Chin qualified as Chartered Surveyor in 1991 whilst serving in the Board of Inland Revenue North London Office. Upon returning from United Kingdom, he has served in various capacities in major listed property developers in Singapore, Brunei and Malaysia in the marketing department and was involved in the marketing of industrial, commercial and residential properties. He has developed 1,000 and 6,000 acres townships for two listed developers before getting involved in the Regional Economic Planning Project in South Johor. Subsequent to the regional project, he joined one of the major developers in Malaysia and was posted to the People’s Republic of China for a year and has now returned to be with the property group head office serving as the vice president of international business.

KL Chin obtained his tertiary and MBA education from Reading University, UK, and post-graduate diploma in marketing and project management from the Chartered Institute of Marketing and the Royal Institutions of Chartered Surveyors respectively.

"Leadership Management in Times of Crisis" on the first day of the Sabah Surveyors' Congress ie 16 May 2012.


Mr. BRENDAN HO, Chartered Institute of Marketing (CIM),UK; MBA (Bath, UK) is the founder of Shackleton Consulting and a partner of People and Culture Development, Singapore. Currently, he is an Advisor to the Public Financial Management Reform Program (PFMR Program) with Economic and Finance Institute of the Ministry of Economic and Finance, Kingdom of Cambodia that is funded by the United Nation Bank. Also, he is a Director of Biofile Sdn. Bhd., a biodiesel-producing company based in Malaysia.


Brendan has over 25 years of corporate experience. He has held senior positions with various companies including Arthur Young, Lion Group of Companies, Nissan/Tan Chong Motors, Rank O’Connor’s and others. His areas of specialisation include Corporate Sales Management, New Business Development, Strategic Alliance Facilitation and Strategic Brand Management.  Some of his European clients include Nokia, Krups, Sennheiser, Celestion, Musical Fidelity, Gelhard, Goldstar, Samsung, Nakamichi, among others. During his tenure with Nissan, Brendan was exposed to the Japanese style of management like TQM, QCC, Supply-chain Management, 5S, and the practise of Kaizen.


From the academia perspective, Brendan is currently a lecturer / thesis supervisor with various Executive MBA programs i.e. University of Warwick, University of Strathclyde, Edith Cowan University, Paris Graduate School of Management, Charles Sturt University and the Economic and Finance Institute of the Ministry of Economics and Finance of Cambodia.
