The Housing Developer's (Project Account) Rules 1995

 

 

Sabah is at the moment enjoying not only a population boom but also a property boom. Developers are coming up with more and more housing projects everywhere and prices keep on rising. Is it sustainable ? Should consumers / buyers be concerned about risks of abandoned housing projects nowadays ?

 


I believe not many people may have heard of the “Housing Developers (Project Account) Rules 1995” even though it is one of the key Rules which minimized cases of abandoned housing projects in Sabah since 1995. Probably even less people have actually seen or know or are familiar with the whole contents of the Project Account Rules.

 

Many developers may be familiar with it because they have to open a 'Project Account' when they apply for a housing development license but beyond that, they may be unfamiliar with the rest of the contents.

Apart from housing developers, the following professionals are key persons to ensuring compliance of the Project Account Rules in a housing project :

* Architects

* Engineers

* Quantity Surveyors

* Bankers and

* Auditors

 


House buyers / consumers depend on the compliance of these Rules to avoid incidences of abandoned housing projects.  In order to minimize risks of abandoned housing projects, we all need to play our part to ensure the Rules are complied.

* to consultants / professionals regarding the extra care and responsibilities when dealing with housing development projects because of what the Project Account Rules imposed

* to auditors and bankers regarding their roles / responsibilities in protecting the interest of house buyers / consumers when dealing with housing projects.

Peraturan (Akaun Projek) Pemaju Perumahan 1995

 


Pada masa ini, Sabah menikmati bukan sahaja ledakan penduduk tetapi juga ledakan hartanah. Pemaju membangunkan lebih banyak projek-projek perumahan dan harga terus meningkat. Adakah ia mampan? Haruskan pengguna / pembeli bimbang tentang risiko projek perumahan terbengkalai pada masa kini?

 


Kemungkinan tidak ramai orang tahu berkenaan "Peraturan (Akaun Projek) Pemaju Perumahan 1995" walaupun ia adalah salah satu Peraturan utama yang mengurangkan kes projek perumahan terbengkalai di Sabah sejak 1995. Kemungkinan hanya beberapa orang sebenarnya telah melihat atau tahu atau kenal keseluruhan kandungan Peraturan Akaun Projek.

 


Ramai pemaju mungkin tahu berkenaan ia kerana mereka perlu membuka 'Akaun Projek' semasa memohon lesen pemajuan perumahan tetapi selebih dari nama “Akaun Projek”, mereka mungkin tidak tahu seluruh kandungannya.
